Ecological Clerk of Works (ECoW)

An ECoW is a professional ecologist who oversees construction activities to ensure they comply with ecological standards, planning conditions, and environmental legislation. They act as a bridge between developers, contractors, and regulatory authorities, helping projects proceed without causing unnecessary harm to wildlife or habitats.

When is ECoW needed ?

An ECoW is important for the progression of planning applications and adherence to planning regulations. Frequently, consent for planning applications is dependent on the presence of an ECoW. An ECoW is particularly required where developments are on or near sensitive habitats, and where there are known or potential populations of protected species, to ensure that the ecology of the site is protected.

Key components of ECoW

The work of an ECoW includes:

  • Identifying any potential constraints
  • Conducting watch briefs / toolbox talks
  • Monitoring site works
  • Translocations and enhancements
  • Advising on the necessary licenses and required surveys

Examples of ECoW work include ensuring that protected species are not impacted by site works, the safe removal of individuals or populations prior to the commencement of construction, and the supervision of habitat removal, such as trees and ponds.
